In assigning_dated_effectivity, almost all end_ parameters are optional, except end_sense and end_hour_offset. Why? Why do you need end_sense and end_hour_offset if you haven't specified any information for the end of the effectivity?

When implementing translators, there will be cases where the end effectivity is know, but the start effectivity is not known. The start dates are currently mandatory. The UK_Defence project needs to use this template. The start date of a dated effectvity needs to be optional and a SEDs has been raised against the AP239 EXPRESS schema proposing that Dated_effectvity.start_bound be made optional. Once this SEDS has gone trhough and teh representing_dated_effectivity amended acordingly, this template will also need ot be updated.

This issue is deferred until ed2 of PLCS. A SEDS has been raised to take this into account on ed2. As far as ed1 is concerned this schema change to the EXPRESS schema is rejected since there are a number of implementations built against the current schema.
