Shouldn't we be using Assigned_property and Reference data intstead of the fixed set of attributes? This would allow for greater flexibility, and a consistent usage of PLCS throughout all capabilities ! The 'Attribute_usage" spreadsheet under /docs proposed this approach.

This would mean being incompatible with the rest of step and also be a large overhead from an implementation perspective.
