The description says :"It is mandatory to assign an identifier or name to the activity ..... " I would have thought that in situations where the actual_activity is the record for an "planned" Activity then the identifier assigned to the Activity would be enough.

Well, nothing stops you from using the same name or identifier, as long as your business rules does not prohibits this. However, this template does not force the use of Activity_happening, so the link to a planned activity is not guaranteed. In my opinion, the name (at least) of the Activity_actual should be present.

Furthermore, there may be situations where there are several actual_activities as a result of a single planned activity.
