The opening sentence of the description is not clear, and should included a description of what a justification is, not just an example. The module repository states "A Justification is the identification and description of the reasons for something."- that might be worth including. I don't understand the phrase "prize concession". The second paragraph seems to imply a justification is used solely in the context of divergences or concessions. For (counter) example, the justification may describe the reason why a particular task is required - particularly since PLCS does not current cover the LSA (Logistic support analysis).

The comments at the end of the instantiation path are not appropriate for publication, though they could be left as comments internal to the XML. Note, however, the in this context document is just being used as an entity to hold a description - this has been superseded in STEPMOD by description_assignment, but too late for PLCS. The reference to identifiable documents should be through Justification_support_item.
