Instantiation of entity state_assertion is mandatory. However, when the symptoms of a state are observed, for example abnormal noise, temperatue or vibration of an engine, the definition of the state that is causing the symptoms may not be known. Either: If the second option is chosen as the resolution, the reference data needs to be created.

The characterizations that use assigning_calendar_date template are not sufficient for some applications, where the time of the observation of the state is also important. The use of the assigning_time template would be resolve this issue and not detract from what currently exists.

There are requirements to be able to reference, for example, a state_observed related to a product_as_realized, as being the reason for performing a repair activity. If no identification is specified for the state_observed, can this referencing still be achieved ?
